World Cocoa Foundation Seeking Monitoring and Evaluation Team Manager
The World Cocoa Foundation (WCF), a non-profit foundation of the global chocolate and cocoa industry, promotes a sustainable cocoa economy through economic and social development and environmental conservation in cocoa growing communities in West Africa, Latin America and Southeast Asia. WCF works with its members to create unique public-private partnerships that support cocoa sustainability throughout the entire cocoa value chain, from small holder farmers to improvements in cocoa quality and value-addition.
WCF’s CocoaAction strategy aims to accelerate the sustainability of cocoa farmers and the cocoa sector generally in West Africa. The tǁo leading producers of cocoa ;Côte d’Iǀoire and GhanaͿ are the initial focus countries for CocoaAction. The strategy first covers a six-year period (2014-2020) and involves coordinated voluntary efforts to focus on key strategic thematic areas: cocoa productivity, community development, government outreach, innovations, and key performance indicators. The active involvement of WCF member companies, origin governments, and others in the global cocoa and chocolate ǀalue chain is crucial for the strategy’s success.
To adequately manage the monitoring and evaluation efforts under CocoaAction and other WCF programs, WCF is seeking a highly qualified professional to fill the role of the Monitoring and Evaluation (M&E) Team Manager. The M&E Team Manager will promote member company alignment and best practices in cocoa farming and community sustainability through aligned results-based management, monitoring, and evaluation. This position will build WCF expertise and capacity in performance measurement by leading a high-performing, cross cultural monitoring and evaluation team. The M&E manager will lead communications with stakeholders (including especially those in the chocolate and cocoa industry) and data reporting activities with corporate stakeholders.
This position is based at the WCF offices in Washington, D.C., and will report to the President of the World Cocoa Foundation.

Specific Responsibilities: The Monitoring and Evaluation Team Manager will:
- Partner across West-Africa, Europe and the United States to manage technical and strategic communications with private company stakeholders and external
- Manage WCF’s Monitoring and Evaluation Team to meet the priorities of WCF’s CocoaAction Strategy, including creating a system to align the monitoring and evaluation activities of 11 companies in an externally credible
- Use Results-Based Management to support the performance measurement of agricultural and community-based programs, and to drive alignment and progress among
- Manage coordinated planning to align framework, methods, data collection, data management, and reporting across WCF companies
- Supervise a team of three or more staff:
- Data Manager (DC Office) to support holistic WCF data systems, manage data and software tools, conduct analysis and provide service to members;
- M&E Coordinator (Ghana) to lead monitoring methods and field work for M&E.
- Develop and supervise training programs and ongoing support for member company staff and third parties including government extension representatives and NGOs, as
- Coordinate program staff to support aligned data collection among additional WCF agricultural and community-based programs, including the Cocoa Livelihood Program (CLP).
- Lead collaborative working groups in the design of improved methods (i.e. improved methods for monitoring crop productivity) and tools (i.e. mobile apps for data collection) as member company needs
- Design and coordinate field pilots of survey and observation-based monitoring methods to support member companies and
- Manage information presentations regarding KPIs and performance measurement to member companies as
- Support reporting and analysis and develop recommendations as needed by CocoaAction and CLP
- Establish regular data contributions from all CocoaAction
- Lead collaborative working groups in the design of reporting and analysis tools (i.e., reports or online ) as member company needs require.

Additionally, the successful candidate will be able to demonstrate:
- Bachelor’s degree required, graduate degree preferred, in International Development, Social Sciences, or Business
- Demonstrated ability to lead multiple priorities and program activities in a leadership
- Minimum 5 years of experience, including project design and management duties, in Results-Based Management, Monitoring and Evaluation, and Reporting,
- Field experience in the collection or monitoring of agricultural, environmental, and/or social science data,
- Experience communicating technical information to senior business Strong presentation skills required.
- Experience developing and conducting trainings for technical and/or agricultural workers,
- International experience in Africa, SE Asia, or Latin America,
- Experience working and creating alignment across sectors (private sector, multilaterals, governments, non-governmental organizations).
- Demonstrated ability to lead multiple priorities and program activities in a leadership
- Previous experience managing a budget with competing priorities and a multi-tasked
- Fluency in English, French language ability preferred.
Compensation:
Compensation for the position is competitive and commensurate with experience.
